CALIBRATION PROCESS; CALIBRATION STANDARD; CALIBRATION LABORATORY. Expert managed the establishment of new measurement capability in calibration laboratories. He analyzed requirements, reviewed engineering proposals, initiated and coordinated funding of development of new national measurement reference standards by the National Institute of Standards and Technology (NIST). He directed engineering support of equipment procurement and development of calibration procedures. He was trained by the NIST to serve as a calibration laboratory assessor in the National Voluntary Laboratory Accreditation Program (NVLAP).

CALIBRATION REFERENCE VALUE; INSTRUMENT CALIBRATION. As an engineer, Expert calibrated electrical measurement reference standards. He designed and prepared Reports of Measurements to clearly communicate the measured value and related parameters for correct use of the standard by the user. As a manager, he directed the measurement of a broad variety of measurement reference standards, the clear and accurate reporting of the results, and the preparation of instrument calibration procedures. He also managed the maintenance and updating of over 11,000 calibration procedures.

LABORATORY ACCREDITATION; ISO 9002. During his career in the Air Force Metrology and Calibration Program (AFMETCAL), Expert participated in 19 on-site calibration laboratory assessments. For 12 years, he served on the panel that evaluated all AF calibration laboratory evaluation reports. This panel also established and updated accreditation requirements for AF calibration laboratories. In addition, he is a trained and experienced calibration laboratory assessor in the National Voluntary Laboratory Accreditation Program (NVLAP) administered by the National Institute of Standards and Technology (NIST). The NVLAP accreditation of calibration laboratories relates to meeting the requirements of ISO Standard 9002. He applies his knowledge of NCSL Recommended Practice Number 7 to assess whether applicant's laboratory meets the facility requirements for NVLAP accreditation.

ACCURACY. Expert developed and implemented methods to assure the quality of precision measurements. He performed detailed analyses of the uncertainty of precise electrical measurements. He incorporated the design of experiments into measurement processes. He is experienced with documenting measurement accuracy or uncertainty by applying ANSI/NCSL Z540-2 and NIST Tech Note 1297.

QUALITY and QUALITY SYSTEMS. Expert has applied the knowledge of quality requirements and quality systems he acquired as manager in the AFMETCAL Program to assess the quality programs of NVLAP applicants. This assessment includes review of the applicant's quality manual.

Expert was a manager in the USAF Metrology and Calibration Program (AFMETCAL). He managed the establishment of new measurement capability for use in the AF Measurement Standards Laboratory (AFMSL) and at base calibration laboratories (Precision Measurement Equipment Laboratories, i.e., PMELs). Establishing new measurement capability included: (1) analyzing measurement requirements, (2) directing engineering efforts to purchase state of the art measurement equipment for use at PMELs and in the AFMSL, (3) initiating and coordinating funding for the National Institute of Standards and Technology (NIST) to develop new measurement reference standards and measurement techniques, and (4) writing of calibration procedures. He also managed the AFMSL. The AFMSL calibrated all measurement reference standards used in the AFMETCAL Program. As AFMSL manager, Expert was responsible for the quality of the work, compliance with environmental requirements, facility management, and production control. He participated in 19 on site evaluations of base PMELs to assess if they were operating in compliance with USAF directives relating to quality, technical competence, facilities and environment. He served on the panel which evaluated all USAF PMEL assessment reports. This panel also established and updated accreditation requirements.

Expert was supervisor of the DC and Low Frequency Electrical Standards Laboratory and subsequently the Microwave Standards Laboratory. Both were laboratories in the AFMSL. As laboratory supervisor he provided direction to calibration technicians and laboratory engineers. The laboratories calibrated measurement reference standards which PMELs used to calibrate USAF test equipment to assure measurement traceability to national standards. He was responsible for laboratory production, quality, facilities and compliance with environmental requirements.

Expert has written an Article on the use of least squares curve fitting for calibration data. His Masters Thesis subject was on the development of a circuit to measure the change of inductance of a standard reference inductor as frequency varies.
