Expert has devoted most of his career at Boeing to the design, development, and management of electric power which includes power generation, control, distribution, conversion, and utilization in applications ranging from underground missile bases to Mars-bound spacecraft. The technologies include power in mine-type environments, electric utility power, electric vehicles, airplane power generation and distribution, and nuclear and solar power for spacecraft.

Expert has solved many problems associated with electric utility power. For example, at Vandenberg Air Force Base, an existing 12-mile-long distribution line has insufficient load capacity. He increased the capacity with voltage-boosting capacitors and tested the system with load blanks. He also measured the magnetic fields under a line while it was carrying known current. This test provided data for an AAAS session on magnetic field effects.

Expert has extensive experience with power converters used in spacecraft to make AC power from DC solar power, with radar power supply in AWACS aircraft, and with making AC 400-Hz power from the output of variable-frequency engine-driven generators in commercial aircraft. He organized the first IEEE Power Electronics Systems Conference at NASA Goddard in 1970.

While at Boeing, Expert has worked on electric propulsion power for applications ranging from mine-type vehicles to ion-propulsion of solar-power satellites from low-Earth orbit to geosynchronous orbit. While with the Motor and Generator Section at Allis-Chalmers, he supervised the Marine Group which built propulsion motors, generators, and controls for submarines, fleet tugs, ferries, and ore carriers.


Expert's experience at Boeing included work on commuter transportation vehicles such as the Personal Rapid Transit and subway cars for Boston and San Francisco. He worked on a concept for magnetically levitated carriers of personal electric cars for efficient commuting. He presented a paper on the economics of this subject.

Expert was considered Boeing's in-house expert on diesel generator sets. He is knowledgeable of the controls that sensed that power quality is failing and that standby power must be brought online.

Expert has designed and tested solar power supplies for spacecraft application.

Expert maintains that the basic steps in systems engineering involve establishing clear requirements, preparing preliminary designs of applicable concepts that meet the requirements, and the comparing these designs with respect to the cost and risk of not meeting specified performance, reliability, maintainability, and producibility. Expert's engineering experience in electric vehicles ranges from electric propulsion of submarines and ships to battery-powered electric bicycles. In the past five years, he has presented 23 papers on electric vehicles at technical conferences in the United States and Europe. With a partner, he built and tested 15 models of battery-powered electric bicycles to confirm analytical techniques that predict power consumption and travel range with one battery charge. He is the Proceedings Editor of the Annual Battery Conference on Applications and Advances which is sponsored by IEEE and the University of California, Long Beach.

Expert has experience with energy storage systems from batteries to superconducting magnetic energy storage as well as super-capacitors for pulse-power loads. He has worked with nickel-cadmium cells for spacecraft and large lithium-thionyl chloride units that deliver post-attack power in Peacekeeper silos. He has attended every Annual Battery Conference on Applications and Advances and is now on its Program Committee.

Much of Expert's recent experience at Boeing was spent in preliminary design, which often included writing and editing technical proposals. He has written over 80 technical papers and has won awards. Currently, he is Editor-in-Chief Emeritus of the IEEE Aerospace and Electronic Systems Magazine.

Expert is a Fellow of the Institute of Electrical and Electronics Engineers (IEEE) and an Associate Fellow in the American Institute of Aeronautics and Astronautics (AIAA).

Professional Appointments

In 1970, Expert organized and was the first Chairman of the Power Electronics Systems Conference (now the fastest growing IEEE society). He has served IEEE in many capacities including Vice President-Conferences for its Aerospace and Electrical Systems Society.
