Expert recommended an increase in strategic alliances with third parties to broaden the research and development capabilities. He contributed to a corporate strategic planning report identifying specific actions to strengthen the company's competitive position and to provide integrated solutions that address customer needs.

As a consultant and technical advisor, he participated in a management audit of the state of Illinois Department of Central Management Services (DCMS), which provides voice, data, and video services to all state government institutions, computer centers, and universities. The review addressed management strategies for developing the Illinois statewide network and telecommunications operations; procurement strategies related to the use of long-term contracts and the purchase of network equipment and internal phone systems; and adaptability of strategies in consideration of rapid technological advances, changes in the regulatory environment, and competition in the telecommunications industry that could affect the attractiveness of alternative approaches. He documented recommendations to improve efficiency of operations, increase cost-effectiveness, and enhance service quality. His recommendations led to the overhaul of DCMS strategic plans and operations policies and the restructuring of its master agreements with prime network service contractors.

As a lead consultant, Expert developed a business plan for a start-up medical device firm, whose patented mechanism encased a potentially contaminated hypodermic needle in a protective cover. He addressed market opportunity, industry structure, competing design alternatives, and prospective make/buy/license scenarios. He prepared financial estimates and cash flows for alternative scenarios and capital requirements. He presented a business plan to prospective investors and patent licensees.
