Expert has been organizing and leading value studies since 1974. Client organizations include those of manufactured products, construction projects, and internal processes in private industry and municipal, county, and federal governments. He has led construction project studies at every project phase, from site selection through construction documents. Project types encompass corrections, education, manufacturing facilities, office buildings, hospitals, courthouses, transit and transportation, roads, wastewater treatment, utilities, hazardous and toxic waste, new construction, and rehabilitation.

Expert has been involved in a significant number of value studies of manufactured products, ranging from small and relatively inexpensive electrical switches to large and costly industrial equipment, as well as consumer products. These studies have used focus groups to gather from customers' important information used by the study team to determine areas of poor value.

Expert has recently worked on organizing and leading value studies of internal business processes for a local municipal government (inspection services departments), a high school (book distribution process and attendance system), a government agency's small purchase and travel authorization processes, and a not-for-profit organization. He is on staff as a facilitator for the Government Assistance Program (GAP) in Chicago. The GAP is a not-for-profit organization whose mission is to bring total quality management into local government through their Models of Excellence program. He has helped facilitate strategic planning and other process improvement efforts for several local agencies.

Expert worked in several capacities for the Chicago District, U.S. Army Corps of Engineers, including architect, design project manager, construction contracts administrator and the district's Value Engineering program manager, a position he held for eight years. Concurrently Expert volunteered in the American Institute of Architects sponsored store front community design center in Chicago's Uptown neighborhood; and, chaired the Planning and Development Committee of his neighborhood community organization.

In 1982, Expert left the Corps of Engineers and established the consulting firm bearing his name and with the specific mission of helping clients rationally reduce internal costs of construction projects, business and other processes and manufactured products. The primary vehicle for this continues to be customer driven Value Engineering studies.

Since 1975, Expert has taught the SAVE (Society of American Value Engineers) approved 40-Hour Module I training workshops nationwide. Recent workshops have taken place for a variety of construction management firms, manufacturing, city and federal participants, at the Heriot-Watt University in Edinburgh, Scotland (as part of their Distance Learning Program in Construction Management), and at the University of Wisconsin, Madison. Executive management, staff overviews, and function analysis training are also available. Expert is the course leader of various value engineering training programs through the Department of Engineering Professional Development at the University of Wisconsin, Madison.

Expert is an expert in teaching the use of function logic diagramming and has developed a variety of applications built upon its basic methodology. He has collected a large sample of function logic examples from his own work and developed a series of aids to teach the methodology in the construction, manufacturing, and service environments.

Expert is a co-founder of the Project Leadership Strategy, which supports project teams composed of individuals brought together from inside and outside an organization to work together on a short term basis. The Project Leadership Strategy creates a shared project vision and common language for the team; establishes unique communication structures; facilitates comprehensive up-front and ongoing project analyses; and, builds collaborative working relationships among team members. Results include timely completion of complex projects; insurance of value for money; reduction of budgeted contingencies; elimination of internal and external tension; and, substantial reduction of the time required to resolve unforseen issues. The Project Leadership Strategy was synthesized from Expert's and his co-founders facilitation, strategic planning, partnering, quality management, and value analysis/value engineering team leadership and training experience in manufacturing, construction, government, and institutions.

During the past five years, Expert has done extensive work on clarifying the relationship between value studies, strategic planning, and continuous quality improvement. As a result, he has broadened the services he offers to include these processes. His recent work includes exploring as a system the environment in which value work occurs.
