For the past 30 years, Expert's research and teaching has revolved around the cost-benefit analysis of environmental policies, including water resource development projects. He has published a number of articles in scholarly journals and edited volumes dealing with various aspects of the methodology and application of cost-benefit analysis. He has served on committees and panels of the Science Advisory Board of the US Environmental Protection Agency reviewing and advising on cost-benefit analyses and regulatory impact analyses.

Expert has served as an advisor or consultant on several natural resource damage assessment suits brought by agencies of the federal and state governments. Much of his work has been devoted to the development of models and techniques for estimating the welfare effects of environmental changes such as the benefits of controlling pollution and the damages to natural resources due to releases of chemicals into the environment.
