Through his experience at DARPA, expert has done numerous evaluations of technology and developed many contacts in industry. This allows for the possibility of a technical idea becoming an actual product or capability. He has also done consulting for various foreign governments teaching technology management and transition.

Expert has been involved in working on synthetic aperture radar, infrared and laser radar concepts and data fusion as part of the Defense Department's Automatic Target Recognition Program.

Expert oversaw the technical management of three advanced programs in the Strategic and Tactical Technology Offices with responsibility for an overall budget of $85 million dollars. He managed an integrated research program in advanced radar technology focusing on complicated waveform structure and wide bandwidth; a program in submarine detection emphasizing non-acoustic technologies such as magnetics, blue-green lasers and synthetic aperture radar; and a program in underwater acoustics concerned with the design and development of submarine hull-mounted conformal acoustic arrays. Several of these technologies were later transitioned to the services where they were applied in Operation Desert Storm.

Expert conducted work with air traffic control systems. He developed, designed, tested and evaluated automated air traffic control systems. He designed, marketed and managed a program to provide "quick response" technical guidance to civil aviation authorities in Europe, Latin America, Asia and the Middle East. Expert also developed and managed a program in Israel to analyze total air traffic control requirements.

His work with the MITRE Corporation also included work in law enforcement technology. Expert examined techniques for enhancing the intelligibility of speech signals recorded under adverse conditions for the Drug Enforcement Administration. He developed radar interdiction techniques for U.S. Customs. He also served a 12-month term as Science Advisor to the chief of police for the Indianapolis Police Department.

Expert analyzed and wrote computer simulation programs of submarine sonar systems. He concentrated on target tracking techniques via doppler ranging using hull-mounted and towed-array sonars. He also developed a technique for non-linear target motion analysis.

Expert is a senior member of the Institute of Electrical and Electronic Engineers (IEEE), Eta Kappa Nu (Electrical Engineering Honor Society), and the Fraternal Order of Police. He is also an associate of at Tony Tether and Associates.
