Expert has provided planning studies, design, and troubleshooting for water wells, well pumps, well water treatment and disinfection and for water pumping and distribution systems over a period of 11-1/2 years with a water utility company and also during approximately nine years of consulting engineering experience. He managed the condition assessment for the two Chicago water treatment plants and coordinated the preparation of the final report. Expert assisted with the condition assessment of the 12 Chicago water pumping stations and prepared the report of findings. He was a principle author of the facility plan update for the 12 pumping stations.

He was manager of engineering and as manager of operations for an investor-owned water and wastewater utility company for approximately 11-1/2 years. His experience in this regard is more fully explained under Wastewater .

Some of expert's trouble-shooting accomplishments include testing well pumps to determine well and well pump condition in order to schedule well and/or pump servicing, discolored water and iron bacteria control, use of zinc collars at pipe joints in deep well pumps to reduce column pipe corrosion, use of all-bronze pump turbines in corrosive conditions, and modernization of chlorine application systems at wells. While in municipal employment he designed and operated a pilot plant to recover magnesium carbonate from water softening sludge.

Expert has designed pumping facilities, preliminary screening, screenings handling, grit removal, grit washing, settling tanks and sludge collection mechanisms, activated sludge thickening (belt filter), storage facilities for dewatered sludge, and disinfection systems (chlorine and ultraviolet), as well as control systems for all such equipment. He has experience with selection and design of pumps, including horizontal split case, end suction, submersible, hazardous location equipment, chemical metering pumps, mixed flow pumps, and axial flow pumps, as well as with pump controls. In his 11-1/2 years with the utility company, he was responsible for conversion of numerous sewage pumping stations from two pit wetwell/drywell design to single pit stations using submersible pumps.

Expert has extensive experience with control of inflow/infiltration (I/I) in separate sanitary sewer systems. While with the utility company he was responsible for managing I/I studies performed by outside consultants, and then for three in-house I/I studies. He was responsible for plans and specifications for sewer rehabilitation work and follow up flow monitoring to verify that I/I reduction goals were achieved. He managed an in-house program for disconnection of illegal sewer connections on private property. His company was a leader in the Chicago metropolitan area and he worked with the Metropolitan Water Reclamation District officials to assist in formulating their plans for I/I control of connected municipal sewer systems. He has had experience in design of sanitary sewers using a variety of plastic, concrete, and ductile iron pipe.

Expert has been on licensed plant operator in two states. He is familiar with operation, maintenance, and troubleshooting process and equipment problems in water and wastewater systems. Expert has applied this experience in selecting and installation techniques for water and sewer piping, hydraulics analysis for pumping applications, designed modifications and supervised construction of pumping station modifications. Expert has designed wastewater treatment works including: Influent pumping, screening, grit removal, primary setting, aeration basins, sludge digestion and sludge composting. Expert has successfully developed computer system architecture to coordinate and monitor various plant processes, and to coordinate the operation of wells, storage tanks and booster station operation for water systems. Expert currently provides expert witnesses concerning water and wastewater issues.

1993 to 1994   City of Portage, IN   Project Manager   He was responsible for designing conversion of a 3.5 MGD wastewater treatment plant to 15 MGD, which included storm water treatment. He provided process design, layout, and specifications for process equipment. He coordinated the various engineering disciplines required for this project. He conducted on-site design review meetings with the client.

This project required a relatively sophisticated instrumentation system because plant operators were not expected to respond to the rapidly changing conditions for which the system was designed.

1997 to 1998   City of Crown Point, IN   Project Manager   Expert developed the master plan for changing water supply from wells to a Lake Michigan source, provided design of pumping station and reservoir, and coordinated design with client and with state agencies.
1999 to 1999   Village of New Lenox, IL   Project Manager   When the village was in danger of losing state funds to assist with construction of improvements to bring Lake Michigan water to the village, his firm was asked to provide coordination between the consulting engineers, the village, the Chicago Water Department, the Chicago mayor's office, and state offices. Expert Witness Experience Summary:
2004 – 2005 Constantine, Michigan Analysis of pumping station failure and suit against design engineer. 2005 -- 2006 Wauchula, Florida - A sewer back up and extensive damage at a school 2006 Scottsdale, Arizona – Contractor's work resulted in two separate sanitary sewer backups. The insurance carrier decided not to honor claims for damages due to the second backup. The contractor sued. 2007 – 2008 The engineer designed a wastewater treatment. During an unmanned period of operation, a process tank overflowed, causing extensive damage. The owner sued the engineer. 2008 – 2009 Petersburg, Illinois - The bids for construction of a new treatment plant exceeded the budget by more than 100%. The village sued the original engineer for the cost of the redesign. 2010 – 2011 Elgin, Illinois – Developer hired an engineer to design the infrastructure for a subdivision and hired a contractor to construct it. When portions of the sewer system failed, the contractor rebuilt it and then claimed faulty design. 2010 Grosse Pointe Farms, Michigan –The Farm's Kerby Road Pumping Station, constructed in 1929 failed on two occasions in 2011 and caused backups2012 West Bloomfield, Michigan – Sewer back-up. Counsel dropped the project. 2013 Indianapolis, Indiana – Vandals reset unsecured valves on flood control facilities. Flooding and property damage resulted 2014 Detroit, Michigan – The Fifteen Mile Road Interceptor, conveying Macomb County wastewater to Detroit treatment facilities collapsed. Repair costs were fraudulently inflated. The County now seeks return of fraudulent overcharges. 2014 Hillsboro, Ohio – The engineer hired for design caused the contractor to fail. The contractor successfully sued the city for damages. The city has filed suit against the engineer to recover its losses. 2014 Chicago Region – Expert has been deposed in a suit that is subject to a non-disclosure order. The case is expected to go to trial within the next year. 2015 Town of Columbus, Montana – A sewer blockage resulted in major damage to a residence. The town refused to reimburse the plaintiff.
