Vice President


As Vice President of Liberty Lutheran's Quality Improvement, Expert supervised, trained and evaluated the staff of the Quality Improvement Department. He developed an agency-wide quality improvement plan, including establishing criteria for the stated program as well as business process outcomes.

Expert assisted the Corporate Compliance Officer in the development of a corporate compliance plan, and worked with directors and teams to assess and ensure compliance with quality improvement and the corporate compliance plan against internal (policy/procedure) and external (contract/program) requirements. He reported regularly on results.

He regularly surveyed internal and external customers to evaluate and improve the quality of business processes and client services. Expert played a key role in organizing and facilitating regularly scheduled training with directors, team leaders and staff as needed to educate and implement quality and corporate compliance as a strategy.

He also represented the agency to accrediting bodies to facilitate and coordinate accreditation processes, to ensure satisfactory completion, and to improve compliance. Using his knowledge of Web site development and maintenance, Expert maintained a Quality Improvement website to recognize staff and improve communication regarding quality issues and risk management.

Expert became knowledgeable about state-of-the-art business trends, management process techniques, and measurement tools through continuing education. He participated in affiliate organization and agency-wide staff meetings, work groups, training and development. He assisted in the development of quality assurance practices, such as record reviews, for affiliate organizations. And he helped develop training for all employees in quality improvement principles and corporate compliance requirements.

As a Quality Improvement Director, Expert developed an agency-wide quality improvement plan. As with his present position as V-P of Quality Improvement at Liberty Lutheran, he worked with directors and quality teams to ensure compliance of the quality improvement plan.

He played a major role in establishing and evaluating criteria for the quality improvement plan and business process outcomes, as well as gathering customer feedback used for evaluating and improving the quality of business processes and client services. He organized and facilitated quality training, and served in a representative capacity for the agency to licensing and accrediting bodies. Additionally, Expert catalogued and analyzed abuse, critical incident and client grievance reports.

As Director of Kenosha's Alcohol and Other Drugs Council, Expert managed the delivery of intervention and assessment services at the Council.

Expert managed the implementation of other programs in the Assessment and Referral Division of the Council per agency management standards, funding and program guidelines. He developed, planned and implemented new assessment and support programs to meet community needs. He also developed and maintained cooperative relationships with the treatment provider community, appropriate local state and national agencies, and other collaborating community agencies, especially the Kenosha County Division of Disability Services. He maintained an up-to-date list of current AODA resources in the community. He maintained a fair and unbiased referral system to substance abuse resources which best met the needs of the client.

Additionally, Expert's role required maintaining knowledge of substance abuse business management issues, and an awareness of local news and community issues.

At Lutheran Social Services, Expert managed the delivery of corrections-related services including supervision of program managers, supervisors and administrative staff, program evaluation, and preparation of reports. He was responsible for the development, implementation and expansion of new and existing programs and services in the Corrections line of service area according to agency management standards, strategic plans, funding and program guidelines. Expert developed and maintained cooperative relationships with stakeholders, including the treatment provider community, Dept. of Corrections, other appropriate local state and national agencies, and other collaborating community agencies. Expert maintained knowledge of corrections intervention, prevention and treatment fields and business management issues, plus an awareness of local news and community issues. He also facilitated the measurement of program outcomes and supported the agency-wide Total Quality Service plan.

Expert manages all aspects of his Internet business, including the development of ongoing relationships with a small team of independent Web design contractors.

As the Director of Administration and Quality Expert had agency wide responsibility for grants management, information technology, data management, budgeting, quality improvement, accreditation and licensing. Expert served on the executive team of the organization and participated in strategic planning, board meetings and program evaluation.

Career Accomplishments:

Expert is a member of the following professional associations devoted to quality, human services and the Internet: American Society for Quality, Quality Leaders Network, Child Welfare League of America, American Correctional Association and the HTML Writers Guild.


He is a CADC III (Certified Alcohol and Drug Counselor III) and a CCTT (Certified Corrective Thinking Therapist).

Professional Appointments

Expert is a former board member of Kenoshan's Against Sexual Assault, current board member of Birds of a Feather, Inc, former chair of the Lutheran Services in the America Council of Program Executives, and Director of the Quality Leaders Network. He was appointed to the Governor's Blue Ribbon Commission on Mental Health, and is former Chairperson for the Marquette University Integrated Leadership Council.


Expert received first place honors on his MBA team for a computerized scholastic business competition in 1997. He also received Outstanding Achievement Awards in Total Quality Service in 1995-96.

As a substance abuse counselor specializing in the criminal personality, Expert has self-published corrective thinking therapy materials that are being used in numerous substance abuse and corrections programs throughout the U.S., Canada and Australia.

Consistent with the recommendations of the BRC, the DHFS is developing policy for the demonstrations in conjunction with consumers, families, providers, and other stakeholders and building on the county/tribal-based system of care in Wisconsin.

Policy is being developed through three primary workgroups: Consumer Outcomes, Fiscal Issues, and Benefit and System Design. Additional workgroups related to the managed care project and other BRC recommendations are Legislative, Recovery and Consumer and Family Involvement, and Stigma Reduction.

  • Expert has consulted with numerous non-profit organizations in the areas of organizational structure, team development, quality improvement and employee evaluation systems. His most recent experience included an on-site consultation with a large faith-based social service agency in southern California. The organization had recently changed CEOs and needed feedback about its organizational structure as well as management level positions.
  • Expert was involved with an extensive agency-wide management team building process for an adoption agency that is one of the market leaders in the northeastern United States. The organization had undergone significant growth and needed to develop new ways of involving employees in decision-making processes. A new team culture was developed with Expert's assistance. Team charters and new meeting processes were developed and implemented throughout the agency.
