Expert has over 35 years in the aerospace business having started in the manned space program with Gemini and through the Space Shuttle and Space Station. Specifically, his areas of expertise are space navigation (his dissertation was a Mars navigation problem), astrodynamics (his group was awarded the Presidential Medal of Freedom for their work on the Apollo 13 return to Earth), and spacecraft data management and payload systems. He has also been Program Director for two Low Earth Orbit satellite systems.

After a successful career in aerospace technical work, Expert moved into business development where he ran business development organizations for IBM, Loral, General Dynamics, and Lockheed Martin (where he was VP of business development for all domestic commercial and all international satellite systems.) In this role, he was responsible for market analysis, market development, contracts, and competitive analysis for a global business.

Expert's Firm, of which Expert is CEO, is in the technology brokering business, which includes launch vehicles and missiles. Expert is a registered technology broker and represents the interests of the Ukrainian State satellite, missile, and launch vehicle industry in the U.S. Expert's company has been doing business in 11 different countries as well as domestically in a variety of technology areas, such as satellite communications, terrestrial communications, space systems, security systems, and military systems.

Expert has been in the proposal strategy, management, and writing business since 2001, both independently and as an Associate with SM&A, the largest proposal consulting company in the U.S. He has contributed to or managed more than 45 proposals for major aerospace, military, and commercial customers. Expert founded the company in 2001 after an accomplished career in the U.S. and Japanese space industries. Executive Director


As Executive Program Director, Global Telecom, he was responsible for program direction, P&L, and end-to-end development of commercial, global, satellite telecommunications system. He reported to the President of GDIS. He secured and managed $135M in contracts from Little LEO company (System Engineering, Integration, Test, spacecraft processors, ground system, communications payload, software). He assisted a customer in securing funding, alliances and investment from domestic and foreign sources (U.S. Government, foreign governments, domestic and foreign commercial service providers). He conducted due diligence for mergers and acquisitions. Other duties included contract negotiations, financials, service provider development (domestic and international), business case development, commercialization of GD products and services and strategic consulting.

As Executive Director, Business Development (Space and Surveillance), he was responsible for marketing, sales and investments for GD's satellite electronics business. He led marketing and development team to wins on the Teledesic Program (over $200M in sales). He won 40 processor bid on final analysis (low-earth-orbit, narrow-band commercial data system). He won satellite electronics bids on several NASA space programs. He won several surveillance contracts from classified customers.

Expert was responsible for worldwide business development for commercial spacecraft and satellite-based systems. He brought in over $1 billion in sales in first year (quota = $450M). He exceeded sales quota each year. He was responsible for marketing, sales and investments for worldwide business in commercial satellite systems – managed 19 domestic and 42 international employees.

He was responsible for company-wide business development of NASA services contracts and Manned Spacecraft Control Centers (Mission Control at NASA Houston). He was also responsible for expansion of business to international. He conducted business in Europe, Asia and the Middle East. He was seconded, part time, to Loral Fairchild Systems for commercial and government space systems business development. He successfully won re-competition for Mission Control Center, and successfully won re-competition for the Safety, Reliability, Maintainability and Quality Assurance (SRM&QA) contract at NASA Johnson Space Center (> $400 million).

IBM Federal Systems


Staff Scientist through Director, Space Systems


As Director, Space Systems – IBM Japan, Expert was assigned to IBM Japan to assist in penetrating the International (Japanese) space market. He was a resident in Japan from December 1988 to April 1992. He took early retirement from IBM. He succeeded in acquiring $50M of Space Station contracts for the Japanese Space Program. Figure exceeded sum total of all other space-related sales (in Japan) from U.S. companies combined. He received President's (IBM Japan) Award for establishing IBM as the top-ranked, non-Japanese space contractor. He also received IBM Federal Systems' President's Award, and the IBM Japan Marketing Director's Award. He managed a staff of nine Japanese employees. He also served as Vice President, American Aerospace Industries in Japan.

As Sr. Marketing Manager – IBM Federal Systems, Houston (1980 – 1988), he was responsible for marketing in following areas: Space Station Data Management System; Classified Space Programs; and Space Shuttle Data Management Systems.

As Sr. Scientist – Space Programs (and lesser grades) (1974 – 1980), he had various assignments on the Space Shuttle, the Space Station, and Air Force Programs (hardware, software and systems).

Member of the Technical Staff


He was a member of the Technical Staff and had various assignments in the Apollo, Skylab, and Shuttle programs. Notable achievements include: Leading a staff of 26 to develop Apollo abort programs and procedures. He received the Presidential Medal of Freedom for work on return of Apollo 13 to Earth; he was co-developer of Shuttle navigation filter; extensive development of deep and near-space navigation filters and methodologies; and, leading-edge rendezvous and docking methodologies.
