Working with the NJBPU, he the led the utility's development of its filing as the NJBPU was simultaneously developing its procedures and processes. This effort demonstrates his grasp of all aspects of energy supply, as it required a full examination of all alternatives to the subject power plant. Expert negotiated over 800 MW of long-term power purchase agreements with an aggregate value of over $9 billion, including developing significant dispatchability provisions. Unique to these arrangements were special contractual terms to ensure that the utility purchaser could depend on the full rated capacity of the power plant and a “takeover” clause to prevent non performance by the operator.
