Expert has over thirty years of executive and operational experience in strategic planning, vision development, long-range resource analysis, strategic forecasting, international operations and management, systems and operations analysis, systems engineering, warfare gaming and analysis, technology planning, and inspirational leadership under demanding (including combat operations in two wars) conditions. He is the founding President and CEO of his consulting firm. Additionally, he is a Consulting Senior Systems Engineer and Systems Analyst for a number of major defense and consulting firms. Expert served as a naval officer from June 1967 until February 1994. His naval service included three commands at sea, including the AEGIS Cruiser USS MOBILE BAY (CG 53), serving as the four-carrier Battle Force ZULU Anti-Air Warfare Commander (AAWC) during the Gulf War in the Northern Arabian Gulf, in addition to command of USS KING (DDG 41) and USS LUISENO (ATF 156). Experience in strategic planning and vision development includes support of the Army Digitization Office (ADO), the future of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) for the Vice Chairman of the Joint Staff, and similar work for OSD (C3I), BMDO (MDA), JTAMDO, Navy PEO IT, the DoN Secretariat, CNET, Navy SEALs, Army SMDC, ONR, PEO IWS, and many others. Professionally, Expert has supported the analysis and development of such C4ISR-related systems and capabilities as Athena (the Navy's revolutionary approach to Theater Command and Decision), the Joint Interface Control Officer (JICO) capability, Y2K testing and analysis, the Area Air Defense Commander (AADC) capability, Land Attack and NSFS, TAMD, JBMC2, Joint Fires, the Navy Distributed Engineering Plant (DEP), Common C&D, and Open Architecture. He has also supported the New Design SSN, CV (X), CNV-76, DD-21, DD(X), the LCS, and the CG(X). In addition to his consulting work, he is active as a member of the Executive Committee of the Strike, Land Attack, and Air Defense (SLAAD) Division of the National Defense Industrial Association (NDIA), including service as Study Director on a number of influential Industry-Government study efforts. His most recent new NDIA study for the Navy was delivered to Sponsors (N8, N7/N7) in the Office of the CNO. He also supports the NDIA Systems Engineering, Undersea Warfare, C4ISR, Missile Defense, and Expeditionary Warfare Divisions. Expert is the author of a book and numerous strategic plans, articles and papers. He has served as an Adjunct Professor at Georgetown University, Edmund A. Walsh School of Foreign Service, since 1994.

1990 to 1992   NATO Region   As Division Director, Joint Exercise and Training Division (JETD), Joint Staff, he was the US Representative for all NATO Military Exercises, and worked directly and frequently wirh all NATO countries, including frequent trips to Europe for planning meetings and exercise observation
2000 to 2002   Japan, Western Pacific Rim   As Commanding Officer of USS MOBILE BAY (CG 53), Aegis Cruiser, he was homeported in Yokosuka, Japan. Operations including direct contact with most countries in the region, and their naval forces,including Japan, Korea, the Philippines, Singapore, Thailand, Vietnam, and Australia.
1979 to 2001   Middle East   Over the period above, on two different ships, he made a total of three extended deployments to the Middle East area, which, as Commanding Officer, USS MOBILE BAY (CG 53), included service as the Battle Force ZULU Anti-Air Warfare Commander for four Carrier Battle Groups during the 1991 Gulf War. Here, he interacted with and/or lead in combat nationals and navies of Saudi Arabia, Kuwait, UAE, Oman, and Bahrain, Australia, the UK, Spain, France, Canada, and Argentina. He was largely responsible for the total destruction of the Iraqi Navy in 1991.
1986 to 1986   Mediterranean Sea Area   As Commanding Officer of USS KING (DDG 41), he served as the Anti-Air Warfare Commander for the AMERICA Batte Group during combat operations in 1986 in the Gulf of Sidra Operation versus Libya. During this period, he operated and interacted with personnel and navies from the UK, France, Spain, Italy, Greece, and Turkey.
1972 to 1975   North Atlantic   During service as Operations Officer, USS SEMMES (DDG 18), and then Commanding Officer, USS LUISENO (ATF 156) over this period, he operated in the North Atlantic for numerous operational periods, interacting and operating withthe navies of Canada, Norway, the UK, Germany, Portugaul, the Netherlands, and France.
