2005 to   Puerto Rico   He provided security consulting services to develop a design, prepare a bid specification and drawings to implement Phase 1 facility modifications and replace the existing security console and video control and recording system with a new ergonomic security control console, new liquid crystal display (LCD) video monitors, and a new networked digital video monitoring, control, and storage system consisting of a video management server, networked video recorders, multiple RAID video storage units, video encoders, network switches, four operator's workstations and a supervisor's workstation. The security control center room was renovated and a new security electronics room also built with dedicated UPS power. In addition to preparing the bid specification, he was responsible for pre-qualifying bidders using a Request for Information (RFI) process, conducting a pre-bid meeting, evaluating bids, and conducting the site acceptance test. Phase 2 consists of providing the design to add 200+ cameras using a fiber-optic LAN and integrating it with the new digital video monitoring, control, and storage system.
1994 to 1997   Slovenia   He performed an on-site evaluation of the Krško nuclear power plant security system including perimeter intrusion detection, CCTV, lighting, perimeter barriers, access control, power supplies, computers, consoles, multiplexers, CAS/SAS/computer rooms, personnel processing facility, security force assessment, licensing, documentation, plans, training, and procedures. The product of this evaluation was a detailed assessment report and drawings with recommendations for system improvements, alternatives, a schedule for project implementation and a detailed cost estimate for the recommended improvements. Per plant management desires, U.S. Nuclear Regulatory Commission (USNRC) requirements and guidelines were used in the development of this report. Using the NEK security system evaluation as a basis, he developed a Design Basis and Requirements Specification (DB&RS). The DB&RS provided technical requirements for barriers, perimeter intrusion detection, closed circuit television, lighting, access control, power supplies, computers, consoles, multiplexers, CAS/SAS/computer rooms, based upon NEK procedures and USNRC rules, regulations and guidelines. The DB&RS also included a discussion and definition of the threat to NEK, identification of vital equipment and protection techniques, and a basis for a transition philosophy and plan. A preliminary bill of materials, project schedule and revised cost estimate was also provided.
