Expert has participated in the design and development of nuclear weapons including new concepts and manufacturing processes. He has participated in many design reviews of weapon designs. He was a member of a Red Team that evaluated technology and status of the Nuclear Weapons Stockpile for the Annual Assessment Report that is signed by all three Nuclear Weapons Laboratoriees. This is part of a Congressional mandate that requires the National Laboratories to yearly certify the reliability and safety of the nuclear weapons stockpile to the President. He was a member of a Red Team that is evaluating the new nuclear weapon warhead designs that are being considered for the Reliable Replacement Warhead Program.

Expert was the LLNL representative on the Safety Evaluation for Dismantlement Project for nuclear weapon operations at the Pantex Plant. He was the Laboratory member on the NNSA Standing Management Team that coordinated production and dismantlement efforts at Pantex. He was the LLNL principal in developing the SS-21 (Seamless Safety for the 21st Century) process for Pantex weapon operations, and the more recent Integrated Safety Process. He was the LLNL Weapons Program representative in support of DNFSB Recommendations, specifically the 93-6 finding on maintaining weapon design technical competence.

Expert was part of a strategy team that made recommendations to NNSA on the complex of the future. This was in response to the Secretary of Energy Advisory Board report on the Nuclear Weapons Complex Infrastructure (Overskei Report). He has knowledge of the policies of the US regarding nuclear weapons and potential new designs, and the NNSA plan to consolidate the complex by 2030. He has been active in special reviews of the UK Weapons Program upon their request and has some knowledge of other countries weapons program.

Expert has helped develop concepts for a new nuclear arsenal that would replace the cold war weapon systems. He has briefed STRATCOM on a variety of issues with respect to potential nuclear strategies and developed a new concept of certification of nuclear weapons that would be much cheaper and use the multi-billion dollar investment made by NNSA on Stockpile Stewardship. He served as the Weapons Program representative for developing positions and options on a potential START III treaty. He was involved in assessing the future of Nuclear Weapons with respect to numbers and content in light of the new global threats, and has prepared and given briefings to the Department of Defense (STRATCOM).

Expert was appointed by the Lawrence Livermore National Lab Director as a Senior Scientific Advisor on the LLNL weapons accident response team. His responsibility was to act for the LLNL Director in a Nuclear Weapons accident and manage the LLNL emergency response team in the field. Expert also received extensive media training and has participated in many exercises both in the US and overseas.

Expert served as the Weapons Program Manager for all LLNL personnel assigned to the Pantex Plant. He assigned LLNL technical personnel to be responsible for the various working groups supporting NNSA dismantlement activities. He was responsible for the quality of LLNL designed equipment for use at the Pantex Plant on Nuclear Weapon operations. He participated in extensive safety reviews with regard to nuclear explosive safety.

The Award Citation reads, “Expert is recognized for his many contributions to the efficient and safe production and dismantlement of nuclear warheads. The focus of his work has been on the safety of weapon handling operations at Pantex, including development of handling guidelines and actions to address both specific and general concerns raised by the Defense Nuclear Facility Safety Board, NNSA and Pantex. Expert has provided superb leadership and exceptional contributions in providing Pantex with the necessary information to make prudent, informed decisions about safety. This work is a necessary element of the maintenance of the U. S. nuclear weapons stockpile.”
