Has designed high-speed microwave radio systems carrying OC-3 (155 Mbps) and IP systems to 300 Mbps. This work includes field surveys of the proposed radio paths, detailed analysis to determine antenna heights and diversity requirements over a variety of propagation environments involving K-factor variation and anomalous propagation conditions. It also includes network topology development, equipment recommendations, construction schedule and cost estimation and proposal support.

Has designed and deployed numerous cellular systems since initially deploying the Orlando system in 1986. Responsibilities have included the full range of planning, engineering, construction and testing activities. This includes cell site selection, propagation analysis, FCC & FAA licensing and approval activities, MW backhaul design, construction cost estimating, project planning, technical support during implementation, test plan development and test plan execution. These activities require a knowledge of cellular radio system design, understanding of the standards and a firm foundation in wireless telecommunications theory and application.

Currently designing and deploying P25 digital wireless public safety radio systems and MW backhaul. This work includes selecting base station or repeater locations, predicting radio coverage, developing an interconnecting network design using radio and wireline facilities and the layout of equipment shelters, rooms and the development of console interconnection arrangements. The work also involves deployment planning and technical support during the deployment process, as well as test plan development and execution, including customer acceptance.

Selected Consulting Examples:
  • Designed a 5-site county-wide P25 digital two-way radio system and MW backhaul for a client. The design was used in a proposal and won the contract. Currently involved in the detailed engineering and implementation aspects of the project relating to the actual deployment of sites and MW links.
  • Developed a design for a 3 site P25 digital system for a mid-sized city in Texas. Currently involved in the detailed engineering and implementation aspects of the project relating to the actual deployment of sites and MW links.
  • Designed the radio network for an 11-site video surveillance system along the Port Arthur, TX ship channel. Performed radio path surveys, path analyses, capacity analysis and proposed a network architecture for the project. The system is currently being deployed.
  • Developed a point-to-multipoint data network for LA-DOT used to link intersection controllers not on the fiber network into the network. The work included performing the radio path analyses, selecting equipment, deploying the test system and demonstrating its operation.
  • Provided expert witness support for a number of legal cases ranging from interception of radio communications, insurance claims for construction accidents to IP law suits.

1989 to 1989   Argentina   Developed a training program in cellular communications for the local staff of TeleMovil. The work was done under contract to BellSouth Int'l.
1989 to 1989   Mexico   Provided "proposal-level" designs supporting BellSouth's proposals for the Mexican cellular markets. This included the development of RF coverage designs for all regions, but also MW backhaul design.
1990 to 1990   Ecuador   Participate as a member of an international team developing a Telecommunications Development plan for the nation. Personally developed the cellular portion of the plan and supported the MW radio portion.
1995 to 1997   Peru   Participated in three separate projects during the period. The first was a valuation of the existing cellular network so the government could divest its interest at fair market value. The remaining two projects supported designs and estimated values for licenses for the Lima area and the rest of the country. The results of the designs and valuations were used to support valuation analyses associated with bidding on operational licenses by international interests.
2001 to 2003   Columbia   Performed a spectrum study and made recommendations for spectrum allocations for various PCS and 3G technologies. The work was done for the Telecommunications Regulatory Commission and involved working directly with the Minister of Telecommunication and ministry staff.
