For Boeing, Expert was a full time advisor for a 260-acre, 6 million square foot air craft manufacturing facility, next to the Long Beach, CA Airport. He had full responsibility for managing the project, from developing the business strategy, economic analysis, economic market analysis, budgeting and implementation. Upon redevelopment, the 260-acre Douglas Park is planned for 3.3 million square feet of office, research/development, light industrial; 1,400 residential units; 400 hotel rooms; and 200,000 square feet of retail and restaurants. Accomplishments: Demolished 6 million square feet of metal air craft manufacturing facilities. Oversaw a $100 million budget to clean up hazardous material. Created a new master plan, which added $75 million in incremental value, a state-of-art campus environment, and provided for an innovative exchange of uses zoning. Prepared Tract Maps; Development Agreement; and 2,200 page environmental impact assessment. Prepared a project site engineering and infrastructure plan, as well as construction cost estimate. Prepared 140 page Design Guidelines, which will exempt project from city's site plan review process. Obtained the first pre-approval of a multi-phased project by the U. S. Green Building Council, as a LEED Certified Project. Created a marketing development program that resulted in securing joint ventures and land sale commitments for over $50 million. Designed the first half of an urban village that will include 60,000 square feet of local retail and restaurants on the ground floor, with 456 loft apartments in four levels above; and obtained an expression of interest from the various developers to develop all mixed retail/residential in the project. Prepared a Telecommunication Agreement and worked with Verizon and Cingular, all of who will participate in unique delivery of service system. Prepared a plan for a distributive generator and Green building power system. Coordinated a plan with Long Beach State University, Long Beach Community and the State of California, Department of Transportation, to establish the Center for the Movement of Goods and Services, which was to be the first research and training center in the country, as well as serve as a Cal Trans Freeway System Operations Center.
