Expert served as a science advisor on a strategic defense initiative project called CENTARUS with the Department of Energy (DOE). He holds an unclassified DOE patent on remotely driving a solid state laser with fluorescence generated by nuclear reactions.

In 1985, Expert initiated a research effort aimed at the development of diamond and aluminum nitride photovoltaic cells. In 1989, DOE supported the development of diamond and aluminum nitride photovoltaic cells. Expert and his group undertook the challenge of making n-type and p-type diamond and aluminum nitride as building blocks for a UV photovoltaic cell. No one had successfully produced n-type diamond, n-type aluminum nitride or p-type aluminum nitride. In this program he and his colleagues were able to solve some fundamental problems in doping wide band-gap materials. They developed a patented process call Field Enhanced Diffusion with Optical Activation (FEDOA) which was able to produce n-type diamond. They utilized FEDOA to produce a diamond p-n junction in 1996. Expert' laboratory has demonstrated that FEDOA can remove impurities from silicon carbide (both 4-H and 6-H) wafers and from gallium nitride wafers. Expert has been a leading figure in the development of wide band-gap materials for electronics, tooling, electrochemistry, radiation resistant coatings, hydrogen storage, chemical sensors, biological sensors and energy conversion. He along with two colleagues edited the premier book in the field, The Handbook of Industrial Diamond and Diamond Film. He has also edited Wide Band-Gap Electronic Materials and Diamond Based Composites.

In 1991 the Gorbechev government invited Expert and a group of western scientists to visit the secret cities of Arzamas-16 and Chelybinsk-70. The goal of this visit was to advise these laboratories on how to transition from a mission in weapons development to commercial uses. After this visit, Expert became interested in the plight of the Russian Scientists who during the collapse of the USSR transitioned from being the elite of the Soviet Union to being poverty stricken. Expert wrote an influential editorial piece in the Christian Science Monitor, February 3, 1992 about the situation in Russia due to its collapse. In 1993, because the International Science Foundation's funding was strictly earmarked for weapons scientists in the Former Soviet Union, Expert worked with several members of congress and the Clinton administration to support former Soviet scientists who could not get ISF funding because they were not directly involved in weapons production but were involved in supporting technologies like materials science. In 1993, Expert managed an exploratory project with funds provided through white house intervention to support these disenfranchised scientists in the Former Soviet Union.

In 1992, Expert was selected as a Senior Fulbright Fellow and was a visiting Professor at the University of New South Wales, Australia. There he worked with Professor Heinrich Hora and developed several patents on direct energy conversion, solid-state lasers and wide band-gap electronics.

In 1996, Expert and his colleagues began to look at diamond films for a variety of applications in fuel cell technology. Some of this initial work demonstrated that diamond was capable of storing large amounts of hydrogen. Additional work was focu
