Expert, Ph.D. is the former Assistant to Dean in the College of Engineering at The Ohio State University in Columbus, Ohio (a position he held for eight years), where he taught mathematics, science and engineering courses. He earned his bachelor's degree in Mathematics with a minor in Physics and Chemistry from Butler University. He holds a M.Sc. Degree from The Ohio State University and earned his Ph.D. Degree from The Ohio State University in a joint program where his Dissertation combined mathematics, science, and engineering so that he was qualified to teach at the collegiate level in those three areas. The courses that Expert taught included but were not limited to the following topics: centroids (centers of gravity), coefficients of friction, strengths of materials, fluid pressures, moments of inertia, force analysis, torques, vector calculus, differential equations, and dynamics. Expert continues to do research and author papers in science and engineering and is a co-author of a collegiate textbook in addition to numerous journal articles and scientific and technical presentations.

Expert's area of expertise is Force Analysis and Dynamics which includes Accident Reconstruction. Expert was invited as a featured speaker at The Third Biennial European Joint Conference on Engineering Systems Design and Analysis that was held in Montpellier, France in 1996, where his talk was entitled "Accident Reconstruction and Reconstructive Analysis". Expert has been retained as a technical consultant on nearly a thousand different assignments as an expert in Force Analysis and Dynamics which includes Accident Reconstruction. He has testified as an accident reconstruction expert and an expert on product design in Federal and State Courts throughout the United States. He has appeared as a technical expert on national television on several different occasions both in the U.S.A. and Canada. He was invited to testify as a technical expert before the United States Senate Committee on Government Affairs which he did in 1990. The American Bar Association selected Expert as one of the faculty members at their National Institute on Motor Vehicles which was held in Phoenix, Arizona, in 1995. He has been asked by the United States Consumer Products Safety Commission (CPSC) to participate in numerous hearings and meetings. On one occasion, he was given an honorarium from the CPSC to spend a day (9/19/97) with the CPSC staff to discuss his observations, testing, calculations, and opinions as it pertains to safety.

He was the Chairman of the committee to establish and revise standards and curriculum for the Engineering Honors Students. He worked with the various Engineering Departments to create opportunities for the Honor Students to participate in research projects. Expert also coordinated the Dismissal/Reinstatement Committee which set the academic standards for the departments in the College of Engineering. He made the final decision on the students' academic status. Expert developed and supervised the Freshman Orientation Program for the College of Engineering. Expert researched studies and new courses for the College of Engineering. Expert was a speaker for the College of Engineering and the University. He gave talks to civic organizations, parent groups, branch campuses, and high schools discussing the concepts of technology and engineering. Expert is the former chairman of the Engineering Education Readers Committee of the Society of Automotive Engineers (SAE). He was asked by SAE to evaluate their three day continuing education course for automotive engineers on MOTOR VEHICLE ACCIDENT RECONSTRUCTION which was given in February, 1991. Expert has received CEU credits for two courses on accident reconstruction. The two courses in which he participated were offered by George Washington University and the University of Texas and the SAE.
