Expert has over 30 years experience in the human factors arena. He first started as an intern at the US Army Human Engineering Laboratory progressing to a technical expert supporting a variety of Department of Defense (DoD) projects and programs. Expert has applied the principles of human factors engineering through his career by planning, directing and conducting research, applying HFE to development of systems and Test and Evaluation of products and systems.

Expert has served as the MANPRINT (Manpower and Personnel Integration) and Human Factors Lead on one of the US Army's top priority programs, the Crusader Program (Development of a new indirect fire artilley system).

Expert has served on the Operating Board of the DoD Human Factors Engineering Technical Adivsory Group (HFETAG) including being the Chairman of the Design Tools and Techniques Sub-TAG. The HFETAG is the DoD organization which advises and recommends to the Secretary of Defense, the direction of HFE application throughout DoD encompassing the areas of research, applications and T&E.

Expert is also a longtime and respected member of the Human Factors and Ergonomics Society.

Expert has a Master's of Science in Engineering Management from Florida Tech, Melbourne, FL.

Expert is a US Army Command and General Staff College, Center of Army Leadership (CAL) certified instructor for the US Army CAL Leadership, Education and Development (LEAD) Course. The course is administered to US Army employees to develop their leadership and management skills, and provides tools and techniques for team development, conflict management, and overall confidence building.

In his last two assignments, Expert served in the Offices of the Project Manager - Paladin FAASV (Current Self-Propelled Howitzer System) and the Program Manager - Crusader (Development of a New Indirect Fire Artillery System) responsible for managing and directing the MANPRINT (Manpower and Personnel Integration ) team. Expert was a Senior Program Management and System Engineer that planned, directed and coordinated the activities of his team in performing engineering support, and had fiscal and technical responsibilities over his inter-disciplinary team.

Expert served as Senior Program Management and Systems Engineer for PALADIN/FAASV (indirect fire/artillery systems) program. He used interdisciplinary engineering skills, program management knowledge and abilities to integrate system engineering, system integration and product development and fielding activities for the PALADIN/FAASV program with respect to acquisition and support; engineering and integration; quality; testing and evaluation; logistics; maintenance and MANPRINT areas including system safety and human factors. Specifically, Expert:

• Developed project plans and madeskey technical decisions relating to system integration and product development of interfacing technologies including but not limited to armaments and resupply; munitions (projectiles and propellants); mobility/survivability; electronics and C4. • Ensured that related product assurance, testing, production and fielding activities are consistent with programmatic requirements. • Served as SE technical expert on internal (i.e., T&E IPT, System Safety WG) and external working groups/IPTs providing guidance, recommendations, and methodologies for resolution of System Engineering related problems. • Participated in and represented the PM at meetings, conferences, and program reviews. Expert served as the MANPRINT Manager and primary division staff advisor for Crusader (new weapon development for indirect fire/artillery system) programs. He was responsible for managing and directing the planning and integration of all MANPRINT elements (i.e., Manpower, Personnel, Training, Human Factors Engineering (HFE), System Safety, Health Hazards and Soldier Survivability) which comprise the Systems Engineering (SE)/Logistics Support System. Expert was responsible for:

• Leading , coordinateing and directing the interdisciplinary Crusader MANPRINT Integrated Product Team (MIPT) which includes PM staff, TRADOC System Manager staff, contractor personnel, and other governmental agencies including the Army Research Laboratory, the Surgeon General, Army Safety Center, Deputy Chief of Staff for Personnel, and Personnel Command. • Established MANPRINT policy and directs preparation of program management plans, requirement documents, Integrated Logistics Support and SE milestones and schedules. • Served as SE technical expert on internal (i.e., T&E IPT, System Safety WG) and external working groups/IPTs providing guidance, recommendations, and methodologies for resolution of System Engineering related problems. • Expert specifically managed the following Crusader programs: o Crusader MANPRINT program o Modular Artillery Charge System (MACS) o Multi-Option Fuze – Artillery (MOFA)

Expert served as a Senior Project Engineer and Manpower and Personnel Integration (MANPRINT) expert, consultant and technical specialist with responsibility to support and monitor the application of HFE/MANPRINT program activities for organizations engaged in RDTE and production of conceptual and new materiel systems, particularly armament and ammunition systems. Expert perfomed the following:

• Planning, directing and conducting HFE/MANPRINT program activities and establish HFE/MANPRINT requirements for assigned project offices and other supported organizations by utilizing appropriate system engineering approaches and methodologies. • Planed and conducted System Engineering/MANPRINT/HFE/System Safety/Soldier Survivability analyses and tests to provide data to support system design efforts, including test design, data analysis, and report preparation. Provided briefings as required to present results and recommendations. • Expert specifically supported the following US Army programs: o Division Air Defense System (DIVADS) o Division Support Weapon System/Advanced Field Artillery System o Joint Lightweight Howitzer System o Advanced Scout Helicopter

1984 to 1989   Israel   Expert supported the PM Paladin with respect to the Israeli version of the Self-Propelled Howtizer. Expert ensured the application of Human Factors is in accordance with guidance normally applied to US vehicles.
1990 to 1990   England   Expert was an evaluator of the United Kingdom Self-Propelled Howitzer System in conjunction with the US Army Procurement of a new artillery system.
